Union County is the contracting agency and assumes financial responsibility for the Redeploy Illinois First Circuit program.  Union County employs the Program Director who oversees all operations of the program.

Job Description

Position Summary:

Duties include implementing and coordinating a circuit-wide grant focused on juvenile justice. The Grant Director will provide administrative, financial, and advisory services, including coordinating meetings, managing grant funds, creating grant reports, managing data collection, researching juvenile programs, and assisting counties within the First Circuit in developing juvenile services.

Essential Functions/Typical Tasks:

Administrative Duties: Coordinate with all stakeholders to inform, maintain participation, and maintain compliance with program, provide administrative procedures and support to service providers, ensure training and qualifications of all service providers, develop informational materials and presentations on program, record and synthesize data on juvenile delinquency population and services, complete grant reports, prepare grant documents, research, recommend and work with Juvenile Justice Council to implement evidence-based programs, ensure that all providers comply with DHS standards, policies, and procedures, develop program procedure and forms for youth entering program, maintain list of enrolled youth and individual youth case files.

Financial Duties: Ensure that all providers comply with budget requirements and operate within budget, create and request approval for budget modifications, ensure effective and efficient stewardship of grant monies, coordinate with Union County to distribute grant funds, prepare all budgets, conform proposed expenditures to prepared budget, maintain financial records and track use of grant funds, generate all required financial reports.

Direct Services: Collaborate on case planning and staffing as requested, administer screening tools as requested, conduct ongoing case management as requested, serve as ongoing contact for families and service providers as needed, complete exit YASI as needed, administer exit surveys to families, review and distribute after-care plans, complete follow-up contacts with families after exit, coordinate transportation and other services for youth.

Advisory Duties: Coordinate Juvenile Justice Council, research, develop and distribute training materials, consult with stakeholders regarding juvenile issues, advise on policy and procedure for services for juveniles and juvenile justice procedures.

Qualifications

EDUCATION AND EXPERIENCE: Minimum of Bachelor’s degree from an accredited college or university preferably with major course work in public administration or criminal justice.

Experience with writing grant application. To handle accounting, complying with state and agency laws and regulations; complying with and managing case load of at risk youth.
